Heat network financial resilience reporting

Ofgem wants to know that heat networks can keep running. You give financial resilience indicators when you register, and report financial data every year after that. Here's what's involved.

The data Ofgem asks for

Ofgem's financial resilience guidance lists these annual data points:

  • Do you reasonably expect to have enough finance and resources to carry on your regulated heat network activity for the next 12 months?
  • Your net profit or loss for the most recent financial year.
  • Your total income for the previous financial year.
  • Your total running costs for the previous financial year.
  • The total value of liquid assets you control or have unrestricted access to.
  • Whether your assets exceeded your liabilities at the end of the most recent financial year.
  • How many months ahead you hedge gas or electricity, and what percentage of the volume is hedged.

When it's due

Ofgem says suppliers and operators provide the data in the quarter after the end of their financial year. Its example: if your financial year ends between 1 January and 31 March, the data is due by 31 July. Check the digital service for your exact date.

Telling Ofgem about problems

The authorisation conditions require you to tell Ofgem immediately if your directors don't have a reasonable expectation that the resources needed to run the network will be available.

Money collected for maintenance and replacement

Ofgem says that where a supplier collects funds from customers for maintenance, repair or replacement of the heat network, the money must remain available for the purpose it was collected for. Where a network is sold or transferred, Ofgem expects these amounts to remain available to a successor.

Questions

We're a small RMC with simple accounts. Do we still report?
Ofgem's guidance applies to authorised persons. Your accountant can usually produce these figures from your annual accounts.
What if the heating is paid for through the service charge?
The figures come from your organisation's accounts. Keep money collected for maintenance and replacement available for that purpose.
